[FOSS4G2016] conference system

Hi all,

just had a long talk with Volker Mische about the conference system. 
Agreed to list up our needs, which may differ somehow from what we need 
for FOSSGIS conferences and bring together at least Volker, Lars and 
perhaps also Marco. I think we must fix that ASAP, so we know, which 
system we will use in the end.

@Uli: This also needs a fixed data, because there are many other 
things, that depend on that.
