[FOSS4G2016] topic talks: anybody?

Hi,

indeed the topic talks are one thing we had in mind. I did a lot of 
efforts on that and have at least three slots (of 8 together) filled. So 
we of course can pass them, important is, that this is a different 
format, so we need one moderator who cares about "his/her" talks inside 
that tt.
