[FOSS4G2016] [Program] Lightning Talks

Hi Till,

I don't have any plans for the weekend, so being on IRC should be possible.

Though I don't know if there's much to discuss. I'd reserve a 30min
block in the plenary session where everyone attends. I'm happy to give
up the 7 slots if needed.
