[FOSS4G2016] Re-Cap for Call for Submissions

Hi,
I do not know how you submit your papers/talks for a conference, but I
always wait until at least the last week before the deadline, so I think
it is the normal case that until then almost no submissions are delivered.
Though, that does not prevail from advertising the CfP a bit more... :)
Speaking of this, it might not be very clear for everyone involved on
how to put a link on a specific sub call for FOSS4G.
The Scientific Track, for example would have this link:
http://2016.foss4g.org/programme.html#scientific-track
(If you look at the HTML code you find the links (<div id="*">) to the
sub calls. For the example above this is "scientific-track" and appended
after a '#' to the URL.)
I wonder, if there could be a submit button more prominently? Right now
it is behind a linked "here" in the floating text. (But its just an
idea, I know this may result probably in a lot of work and I do not want
to ask this from anyone...)
