[FOSS4G2016] [Program] Talks are scheduled now: Dirk Frigne's talk

Hi Volker,
regarding Dirk Frigne's talk on behalf of the Board: I didn't mention it
as a replacement for one of Jodys talk, but as an extra.
So keep Jody's talks, and make sure you have space for Dirk's.
