Sponsorship split

Folks,

I have duplicated the sponsorship proposal as "Foundation Sponsorship" -
the general sponsorship program for the foundation that is aimed to be
fairly marketting oriented, and "Project Sponsorship" which is aimed at
supporting particular projects and is expected to be more development/user
oriented.

I haven't actually altered the content in any meaningful way yet.  Dave, I'll
leave the Foundation Sponsorship to you, and work on fine tuning the Project
Sponsorship.
