Project Sponsorship

Folks,

I have reworked the project sponsorship document.

* It now provides for any donation level over $500, though to get
   to be a silver/gold/platinum sponsor particular amounts are required.
* It includes a new idea of earmarked sponsorships towards implementing
   a particular feature, but only if those earmarked projects were previously
   announced by the project psc.
* The sponsor is only a project sponsor (ie. GDAL Sponsor), not an OSGeo
   Sponsor.
