 2 errors are occurring with certain layer types

 1. the variable $excludedLayers is incremented, but never used or declared
 2. as of MGOS2.0, MgCoordinateSystemMeasure is a pure virtual method and
 needs to be created from MgCoordinateSystem->GetMeasure()
