#11: When a group is turned off is a mapdefinition, the legend breaks

 From what I can see, if a group is turned off and a layer is turned on,
 the legend gives a javascript error. It seems that in loadmap.php
 $group->GetLegendLabel?() returns an empty string when the group is off.
