 somewhere along the way, support for LayerEvents and Links got broken.
 The code is all there to read and use them, but there is nothing that
 makes it available to the legend.  The missing piece is that the property
 oMapInfo on Map got commented out during the move to !OpenLayers and never
 got added back in.
