 Using the mapguide slate template and fusion 1.0.5 I have a tiled map
 which doesn't init properly in regards to the scale zoom with FF 2 and
 IE7.

 Using a tiled Sheboygan sample, the Zoom Scale bar defaults to fully
 zoomed in, when it's mostly zoomed out. Try to use the zoom control, it
 always 'bounces' back to the top position.

 and using the mouse scroll wheel, the map actually pans rather than zoom
 when zooming out, but not with the Sheboygan sample.
