Comment:

 this caused a regression in existing apps in that the Navigator widget and
 overview map.  Change it to set the OL scale value only if there is a
 <MaxScale> extension value for the MapWIdget.  It can be set to really
 large number to allow zooming out to that scale, otherwise the value will
 be automatically calculated for layers with a maxscale of infinity
