Comment:

 this is from a missed commit in the previous build.  MapAgentUrl is set in
 fusion.js with a trailing ? which also causes errors for requests issued
 through the MGBroker (e.g. QUERYMAPFEATURES) which end as
 ...mapagent.fcgi?&param=...

 Ideally any of these functions which build a URL should check the baseurl
 passed in for the existence of a ? already in the url.
