 Maps with both a base group (tiled layers) and normal layers do not
 display correctly.  The map appears to funcion even though nothing is
 being displayed.  With SingleTile set to false:

 nothing is displayed in the map pane(just background color)
 nothing is displayed in the overview pane, but red rectangle is placed
 correctly
 legend displays correctly but selecting a layer doesn't cause it to
 display
 select and zoom work for both base and regular layers, including correctly
 displaying the highlighted feature
