 using the singleFile build with a locale other than 'en' results in a
 locale of 'en' since the OL Lang/*.js files aren't available to Fusion/OL.
 Modify the ant build script to include all files under OpenLayers/Lang.
 If any of these aren't needed they can be deleted from that directory
