Comment:

 Zac, I just tested this with Fusion trunk and it seems to be doing more
 reasonable things now.  I did make some changes to the Navigator widget
 related to tiled maps (setting it to work on fixed resolutions coming from
 OpenLayers rather than a continuous range of values) and I think this may
 have fixed the issue or at least made it work more reasonably.  I'm going
 to close the ticket but if you test with your template/map definitions and
 find it is not, please reopen.
