 Report from Autodesk QA

 Steps:
 1. Open one flexible web layout with Polygon layer by IE(one SDF file
 polygon).

 2. Theme-> Select FeatID, and Equal as Distribution rule -> Apply.

 Results: The object, which FeatId is the biggest, doesn't display as Theme
 rule.

 Expected results: Each object should display as rule.
