 Steps:
 1. Open one flexible web layout by IE7.

 Results:
 One error happened, nothing displayed in IE.

 Expected results:
 Web layout should display correctly in IE7 as other browsers.

 Workaround: N
 Regression:Y
 G23.6 works correctly.
