 1. Add a layer in a collapsed folder.[[BR]]
 2. Open map in IE and FireFox[[BR]]

 Result:[[BR]]
 There's a request for the layer's legend image sent by IE.[[BR]]
 [[BR]]
 Expected:[[BR]]
 There should not be any requests for invisible layers in legend.
