Comment:

 spent some more time looking at this, setting the partialDelay option on
 the control makes it marginally better but still not perfect.  Testing the
 OL measure example more in IE7 shows the same behaviour but not as
 frequently.  There is no problems in IE8, so closing the ticket, re-open
 it if required.
