 The map set up by Studio uses Google layer scales. However not sure about
 other maps which user may manually change the scale list.
 It was expected that the overlay can dynamically match to the base layer,
 but it seems not work in this way. The overlay is hard coded to use a
 scale at certain index.
 For now we need to fix this issue quickly. You can assume the scale list
 is Google layers, and make sure all the commercial layers work.
