 Christine,

 Sorry but I still can't reproduce this error.  I updated the schema
 directory from svn and then I was able to load all the attached packages,
 and preview the flexible web layouts and they show perfect alignment with
 the Bing layer.

 Looking at your screen captures, the scale for each of the layers looks
 completely different as if the map draw was interrupted and you were left
 with the layer as it was shown in a previous zoom.  Are there any errors
 shown in the console?
