 1. Edit Sheboygan map to exclude CityLimits layer in Layers section and
 include it in Base Layers section [[BR]]
 2. Set base layer scales to be same as commercial base layers[[BR]]
 3. Set "Group is initially displayed in the map" to false[[BR]]
 4. Open a flexible layout that uses this map[[BR]]
 5. Notice the CityLimits tiled layer is on, even though the legend shows
 correctly that the layer group is off[[BR]]
