 Launch a Fusion layout using the Slate template (or any template with a
 non-floating Task Pane). Collapse the task pane

 Invoke any widget that would load content into the task pane. The
 collapsed task pane does not re-expand. This is bad UX as from the user's
 perspective it's as though nothing had happened.

 If a new URL is loaded into the Task Pane (by a widget or
 programmatically) it should expand itself if it is in a collapsed state.
