 Currently the redline widget has a boolean extension property that
 determines whether a drawn redline will prompt the user for a label.

 The problem is that this setting is global. The widget will either prompt
 the user for each redline drawn or not at all.

 Instead it is much simpler to add a checkbox in the Edit Redline UI that
 controls whether to prompt the user for a label on a drawn redline. If
 checked: prompt. If unchecked: do not prompt.
