 The scalebar widget does not work in its current form:

  a) The 5 templates do not have the scalebar div for this widget to render
 its content into

  b) The scalebar placement code is broken, and has been for quite some
 time.

 Problem a) can be addressed by documentation. Problem b) will be addressed
 by this ticket.
