 The way that layers and groups are drawn in the Legend widget is not
 consistent with how it's presented in the AJAX Viewer and client-side
 tools like Maestro.

 This is because layers nodes are delay rendered (group nodes are rendered
 first), as a result layer nodes are *appended* after group nodes at any
 particular level.

 This problem is basically the following MapGuide tickets:
