 MapGuide RFC 132 updated OpenLayers in Fusion to 2.12

 However, 2.13 was released soon after this RFC was carried out and it
 includes some important tiled map fixes for IE10 and no longer requires us
 to keep a modified version of Util.js in our tree.

 The MapGuide PSC has given approval to upgrade the OpenLayers to the
 2.13.1 release
