 steps:
     1. Open a flexible web layout
     2. Click Redline
     3. In task pane, click SQLite button
     4. Digitize some redline items and click close button
     5. Click Remove From Map button
     6. Click Download button under Available Redline Layers
     7. Click delete button to remove it from Available Redline Layers box
     8. Click Upload Redline and follow the wizard to upload the file saved
 in step 6
     9. Click Edit Redline button

 Result:
