 The Overview map blocks the underlying Commercial Map Layers (OSM,
 Google,etc) with the Background map colour.  This is because the Overview
 map uses "SINGLE_TILE_PARAMS" and the GETMAPIMAGE.

 If switched to GETDYNAMICMAPOVERLAYIMAGE the map then has the required
 transparency.

 Perhaps this should be the default for the OverviewMap widget.
