 Enable errors in PHP.ini

 Load Sheboygan map in a Flexible Layout

 Run the theme widget

 Theme on Parcels -> RTYPE property

 Apply the theme. It fails because PHP reports warnings about {{{EntityRef:
 expecting ';' in Entity}}} in {{{DOMDocument::loadXML}}}

 This is most likely because of the theme rule for {{{'S&W'}}} does not
 properly escape the {{{&}}} character when generating the layer definition
 XML.
