[fusion-users] openlayers smooth panning and tiling

The animated zoom and pan functionality is only available in OpenLayers 
2.6 which is being integrated and tested in this sandbox: 
http://svn.osgeo.org/fusion/sandbox/olcore. 

Once OL officially releases v2.6, we plan to roll this into the Fusion 
trunk.
