Hi Brad,

You will need a osgeo userid see: http://www.osgeo.org/osgeo_userid/

once you have that I believe you should be able to create a ticket in the
fusion trac instance here: http://trac.osgeo.org/fusion/

You can also attach screen shots of the legend in the ticket as well.
