[gdal-announce] GDAL 3.11.5 is released

On behalf of the GDAL/OGR development team, I am pleased to announce the 
release of the GDAL/OGR 3.11.5 bug fix version.
This will likely be the last one in the 3.11 series, with the 3.12.0 
release being expected in a few days.
