configure --exec-prefix now works

Hi Gdal Developers,

when building the gdal rpm, I noticed that the --exec-prefix
flag to gdal's configure did not work.

Therefore I have send a patch to Frank, which should be in the CVS now.
(A second one will follow, with minor cosmetic changes.)

Keep it in mind an check the path for the install directories 
in your next gdal build from cvs.
