GDAL, OPENev and GIMP?

I noticed in a technical document about OPENev that it utilizes the GIMP
tool kit.
Does this mean that it could be easily integrated with GIMP through a
plug-in as well?
GIMP already has so many tools, I wonder if a set of plug-ins could be
developed to allow image classification, and maybe even vector area totals,
overlays and unions, etc.
Has there been any discussion around this already?
