improved debian package for gdal uploaded

hi all,

i uploaded the debian packaging sources and i386 binaries to:
http://groups.yahoo.com/group/gdal-dev/files/debian/

(they are not apt-gettable, but i have no web space :( )

this is a heavy restructure of Paul Baker package, based on my
own local version. i sent him all the new stuff, but he will 
be busy until the end of the week. once (if!) he accept them
he has an apt-gettable archive.

see /usr/share/doc/libgdal0/changelog for a breaf review of features.
note that libgdal.1.1.so has soname libgdal.so.0

note2: i'd prefer not to rename libgdal.1.1.so to something more standard
before Frank. but it might be easily done.

packages have been tested on i386 and build correctly on alpha.
