Improvements to Arc/Info Grid Support

Folks,

I have have made some improvements to the Arc/Info Binary Grid reading
support in GDAL. Notably:

o Type 0xFF blocks are now supported. They are actually CCITT RLE compressed.
I have cribbed a big chunk of code out of libtiff for decompressing these.

o I have added lots of robustness improvements so that corrupt data is much
less likely to crash the reader code.

Anyone using the grid code in isolation can download a new aitest_dist.zip
from the arc/info grid project page.
