Vladimir,

GDB is commercial, though PCI doesn't normally sell it as a standalone SDK.
You can get their general purpose SDK which includes GDB but if you want to
redistribute an application depending on GDB you will need to make special
licensing arrangements.

At one time I was working on a GDB/GDAL bridge represented as the
GDBDataset, but it was not completed and is not being maintained.  I may
return to it at some point, but of course since GDB is not free software
it is of limited use to the GDAL community.
