to be more precise: the current cvs VERSION file is ok (1.1.9), but the 
revision tagged gdal_1_1_9 still reports 1.1.8.

i don't know the status of the actual release since i didn't download the 
tarball yet (i simply did a cvs up -r gdal_1_1_9). so this might just be a 
problem with tha cvs tag.
