I routinely compile GDAL with the MingW standalone compiler from
within a Cygwin shell.  AFAIK others are succesfully doing this from
within a MSYS shell.

The only thing I haven't managed to get working yet is Python support
but I haven't tried real hard because I do most of my command line work
in a Cygwin shell where I use a Cygwin compiled GDAL and Python.
