[Gdal-dev] GDAL Utilities Documentation

Folks,

I have upgraded the gdal_utilities document to talk about the generic
command line options, and some general information on how format selection,
creation options and coordinate systems work with the GDAL commandline
utilities.

Ideally, along with the Supported Formats set of documents I would like
the gdal_utilities document to be enough for new users to get going with
the GDAL commandline utilities.  Feedback is welcome.
