Frank,
ERMapper has a free C library available (different from the ECW SDK). It
allows reading of ".ers" and ".alg" files. From my little dabbling that
I've done with it, the C api should fit into the GDAL architecture without
too much pain. The doc is fairly poor, but there are a couple of example
apps included with SDK.
