[Gdal-dev] who can add some additions to ogr? (for money)

hello,

i need to export/ import the following formats from/to postgres/postgis server:
- MapInfo (can be done with ogr2ogr)
- DGN V8
- DXF

the ogr2ogr program does most of the things i need. 
what has to be done is:
- add DGN V8 support
- add DXF support (i know about restrictions regarding gis and dxf ...)
- something like a ping function to a file to retrieve a list of the existing attributes and
- the possibility to select some of the attribute for the import to the database
