[Gdal-dev] GeoTIFF External Overviews

Folks,

I have had a couple people (not sure who the second was) ask for the ability
to have external overview files for GeoTIFF files instead of always embedding
them inside the same file as the base image.

I have made some modifications so that if a TIFF file cannot be opened
for update access, an external .ovr file will be created and used for
overviews.
