Martin,

By .bil do you mean any raw binary file interleaved by lines or specifically
ESRI .HDR labelled .bil?  GDAL has a driver for ESRI .bil files with a .hdr
file associated.  See the EHDR driver unsupported formats.  To open such a
file just select the .bil file and the .hdr file should be found automatically.
