Franks suggestion to use a pre-rendered GIF is the smallest and easiest, as
for a binary format, OpenGIS Well Known Binary is fairly compact.

I wanna build it on mobile phone, for example, NOKIA S40 series which only
permit 64K program size for a J2ME size. We have to do reading and rendering
in this little program, so unzip and xml parser will waste too much space.
A compact binary gis format is what i need I think. Is there a format
already exist in the world meet my requirement? or I have to create one
myself?

GPS are not widely used in Beijing which host the 2008 Olympic Games. But
traffic management department have already set some equipments to test the
flow on the road. What we try to do is broadcasting this information to
drivers to help them make good route decision.

Can the GML be sent using compression? Also, for several years I've been
interested in a similar application, but the traffic routing is dynamically
determined in real time using feedback from the velocity and direction GPS
data from a large number of vehicles. Is anyone working on such a scheme?
I've called it the "Velocigram" but haven't had the time to work on it much.

Hi!
I wanna create a simple application for traffic management department in my
city to broadcast the situation on the road. This application will help
driver make his best route and ease the trafic block.
The data is very simple, the most important  is main road's position, its
name,  and the situation on the road which can be some levels for example 0
for free road and 5 for total blocked road. Some other layers can be include
if the space permit. The mobile device will get the road map in once and
then contact the host for the realtime road situation in some time gap.
Now I must select a format for a space and bandwidth limited mobile device.
GML seems a good selection for  webgis. But it will waste a lot of bandwidth
to transport tag. Is there a simple compact binary format suite my design.
Hope some guru in this list will give me some suggestion.
