why did you go for dev-cpp for building the static library (which i belive is 
a lot of work!)? did you have any problem with the gdal static build?

i'd think that just doing 'configure' 'make' 'make install' 'a2dll' should 
work as well (but i cannot try it since i don't have any windows box at the 
moment)
