[Gdal-dev] crash running gdal-120-ntbin.zip tools

Hi Frank,

don't remove the binary distribution yet please!  I am using it, and 
will probably need to download it.

I grabbed the xerces dll from the archives on the apache web site, and 
it worked fine!
