Jason -

You're doing nothing wrong.  GDAL is reprojecting raster data - it
doesn't understand what the pixels mean, and has no idea that they are
elevations.  GDAL is not designed to convert elevation data from meters
to feet.

I have run into one snag though.  The elevations appear to have not
converted. Know what I am doing wrong?
